Accounting Services is seeking an innovative and strategic leader to manage its State Appropriation Management Team. This role is responsible for ensuring compliance with Texas regulations on revenue, expenses, transfers, and appropriation management. The position oversees reconciliation between internal accounting systems and the State's Uniform State Accounting System (USAS), while monitoring both systems for data accuracy.

Key Responsibilities:

Lead and develop a team managing appropriation accounting functions.


Ensure compliance through audits, reviews, and reconciliation of financial records.


Collaborate with internal departments and state agencies to resolve issues and maintain appropriation accuracy.


Contribute to policy development, staff training, and process automation (e.g., Dynamic Forms, RPA, Cognos, Power BI).


Manage fund setups, close-outs, and appropriations, ensuring accurate reporting and timely transactions.


Oversee required state reports such as Method of Finance, tuition remittance, and bond reimbursements.



Qualifications:

Bachelor's degree in a related field with five years of relevant experience, or a total of nine years combined education and experience.


Preferred: Degree in Accounting or Business, experience in finance/accounting, and CGFM certification.



Strong communication and critical thinking skills are essential for success in this position.
